Per decree of 21 August 2019 (AZ 711-31121/0010), JKI was asked by BMEL to take the lead, in developing an (accreditable) concept together with BfR and BVL on how the function of a conformity assessment body for the product groups of biostimulants and inhibitors could be integrated into the business processes of these three bodies. In addition, JKI was to report on the current state of scientific knowledge with regard to biostimulants; PB was in charge of this, and BI, EP and ÖPV were also involved. With the transfer decree of 8 October 2021 (same AZ), JKI was assigned tasks in the field of conformity assessment of EU fertiliser products within the scope of Regulation (EU) 2019/1009: JKI was asked to start preparations to take over the tasks of a conformity assessment body for plant biostimulants within the meaning of Regulation (EU) 2019/1009. The lead responsibility for the establishment of a conformity assessment body lies with GR. The task for PB was and is to provide (agricultural) scientific advice and, in particular, to develop a concept for evaluating and reviewing the proof of efficacy and the risk assessment for plant biostimulants required by the regulation. Following accreditation, PB will take on the task of reviewing the proof of efficacy as well as the risk assessment with regard to possible risks for plants and the environment, which will be submitted with the manufacturer's applications for conformity assessment.
