Risk analyses on harmful organisms of plants applying the revised IPPC and EPPO standards on risk analysis, and analysis, assessment and compilation of expert knowledge.

Phytosanitary measures have to be technically justified to avoid barriers to trade as a result of unjustified requirements. Risk analyses play an important role here. For quarantine and new harmful organisms, there are usually no scientific data on specific aspects relevant to final risk analysis and the adoption of regulations available. In particular, data on host plants of the harmful organisms, the ability to establish, pathways of introduction and spreading are lacking. In many cases fundamental knowledge of how to identify infections at import is lacking. This is especially true of latent infections (bacteria, viruses, viroids). Where possible, sensitive identification procedures have to be adjusted or the most suitable tests have to be found. Studies have to be carried out especially for the pathogen, the specific situation and to current problems of plant health.
Overall objective of the project:
To achieve harmonization of phytosanitary measures on EU and international level standards and standardized procedures are elaborated and assessed. This is done in the framework of exports of plants and plant products, too.
Overall objective of the project:
The JKI provides information and advice to the BMEL for instance by making statements on new legislation (amendment to the Plant Health Act, Ordinance On Plant Protection). Furthermore, the JKI together with the plant health services elaborates guidelines on monitoring and control programmes of the Federal Länder. Participation of the JKI in EU and other international bodies helps to elaborate plant health standards and rules which are reflected in regulations and guidelines of Germany.
Overall objective of the project:
Compilation and analysis of annual monitoring of the Federal Länder on harmful organisms subject to surveys according to EU regulations and notification to the BMELV (Ministry of Agriculture) the EU and EPPO. Elaboration of guidelines and participation in the elaboration of national regulations on harmonized action of the Federal Länder with respect to survey, control, eradication and containment of quarantine and new harmful organisms. Providing of on-spot consultations to the Federal Länder on introduction and eradication.
Overall objective of the project:
On behalf of the BMEL the Institute for Plant Health represents Germany in the mentioned regulation committees. This includes regular participation in meetings, the elaboration of statements on new regulations related to plant health and quality and to come to an agreement with the plant health services of the Federal Länder, the BMEL and other interest groups.
Overall objective of the project:
DG SANTE F3 of the EU carries out audits to various Member States and Third Countries. In case of audits to Germany the visits are organized by the Institute and staff members of the Institute are accompanying the mission team throughout the journey. Furthermore, staff members of the Institute participate as national experts in missions of SANTE F3 to other Member States and Third Countries.

A core element of the web offer is to provide up-to-date information. Legislation offered in the web has been extended and the layout optimized. Any information relevant for plant quarantine and quality is provided.
